Fingal County Council planning officials held briefing on Castlelands Draft Masterplan.

It is disappointing to say that only minor alterations were made on foot of almost 1000 submissions / objections delivered by the people of Balbriggan, on the Castlelands Masterplan, says Cllr Murphy. The quantity of units considered is still 850. Heights were reduced from the proposed 6 story to contain mainly 2 or 3 story with some 4.5 story elements.

Density was reduced to 49 units per hectare. DOE guidelines recommended 35-50 units per hectare, yet the planning officials have chosen to recommend the higher limit. The masterplan proposed a mix of private, affordable and social with no fixed percentage. The proposed infrastructure is to be front loaded, ie; roads and Swimming pool.

There were many questions asked regarding the submissions made, re traffic congestion in the area that needed immediate attention and other elements that did not seem to have been reflected in the second-round draft.  This plan is premature for this area in the context of the Socio-economic strategy says Murphy.

I will be seeking further changes and I will engage with the community in whatever action may be considered to deliver a more appropriate Masterplan for these lands.

The draft Castlelands Masterplan  will be presented to the area committee meeting for comment and voting on 9th of January 2020 and then to full council for comment and voting on Monday 13th of January 2020.
